I. Background
The Concertation of Collectives of Women’s Associations in the Great Lakes Region (COCAFEM / GL) created in 2001 by women’s organizations from three countries, namely: Burundi, the Democratic Republic of Congo and Rwanda, having realized the need to set up a regional network for better coordination and synergy of their interventions with the aim of improving the socio-economic conditions of women, children and the population in general.
Dialogue has made good progress in the realization of women’s rights, promotion of gender, participation of women in governance, political leadership and the fight against sexual and gender-based violence during the last 18 years of its existence .
COCAFEM / GL is made up of 11 collectives led by women, including 3 in Burundi (CAFOB, RFP and DUSHIREHAMWE), 5 in DR Congo (CAFED, CFPD, CONAFED, COFAS and UFCOD) and 3 in Rwanda (PRO FEMMES TWESE HAMWE, YWCA / Rwanda and RRP +). These 11 collectives group together 1,861 Associations working at the grassroots in the three countries.
COCAFEM / GL’s vision is to see a peaceful Great Lakes region where every citizen, man, woman and child fully enjoys all of their rights.
Its mission is to contribute to the promotion of the culture of peace, tolerance, non-violence, equality between men, encourage the participation of women in regional and national development programs and contribute to the promotion of their position in housekeeper and leadership, as well as the emergence of their economic power.
Several actions / projects have been active in COCAFEM / GL since its creation, with the aim of carrying out its mission. Currently, the consultation implements projects funded by different partners: CARE International, Swiss Cooperation, Global Affairs Canada, … The accountant position will be covered 50% by initiatives with CARE International and the other 50% by those with other partners of COCAFEM / GL.
III. Description of tasks
Under the authority of the Administration and Finance Officer, the accountant will be responsible for:
Ensure the application of the contractual rules provided for in the partnership agreement between COCAFEM / GL and its financial partners and respect for the administrative and financial procedures of COCAFEM / GL
Support the staff of the various projects in the management of grants according to the rules and procedures of the organization and its technical and financial partners and propose budget reallocations or rearrangements if necessary
Prepare and maintain registers / books especially for different projects
Check and ensure that invoices, receipts, contracts and other substantial documents submitted for payment are compliant and valid, in compliance with the rules and procedures in force Check that payment requests are made in accordance with the provisions of the agreement partnership, budget forecast and cash flow
Ensure that authorized personnel approve disbursement requests
Ensure that the costs incurred are allowed and are linked to the approved budget line as well as to the partnership agreement
Check supporting documents and allocations made to project expenditure items
Maintain all the accounting records of projects (appropriate classification of electronic copies and documents / media as well as financial reports, …)
Prepare monthly bank reconciliations
Inform the project manager of under-disbursed scales and provide support in sending regular liquidation submissions
Ensure timely disbursement of funds upon approval of the request for advance by the lessor
Check the regularity of the supporting documents of the expenses, send monthly the financial report and the follow-up report of the budget execution according to the requirements and the format agreed with the technical and financial partners
Participate, in collaboration with the program service, in the budget planning of the various projects
Prepare and make payments of staff salaries, including social security contributions, professional taxes and others
Ensure the supply, monitoring and control of the petty cash with the regular entry of cash transactions (keeping the cash book), and establish regular reports Perform any other task assigned or requested by his hierarchy
IV. Profile of the Applicant
Nationality: Burundian, Congolese or Rwandan (With equal skills, Rwandan applications are strongly encouraged)
Age: 37 years maximum at the time of application
Qualification profile
- University education in accounting, administration or equivalent combination
- Experience of at least 7 years in a similar position, preferably with NGOs Experience in administrative and financial management in the context of projects funded by different international donors (experience of projects funded by the governments of Canada, Switzerland, the Netherlands, the European Union, DFID and / or USAID an asset)
- Excellent command of Excel and accounting software (SAGE 100 or other) supported by a training certificate
